Cloudflare is entering the browser market with a different goal from traditional browser companies. Instead of building another browser for people, the internet infrastructure company has introduced Kitesurf, a cloud-hosted browser designed specifically for AI agents.
The launch comes as AI systems move beyond answering questions and begin performing tasks on behalf of users. These AI agents need to interact with websites, complete forms, read web pages, and navigate online services much like a human user would.
Cloudflare says Kitesurf is designed to provide that web access without requiring developers to build and maintain their own browser infrastructure.
Kitesurf Is Designed for AI Agents
Traditional browsers such as Chrome and Firefox are built around the needs of human users. They include features such as tabs, extensions, themes, bookmarks, and visual interfaces.
AI agents have different requirements.
According to Cloudflare, an AI-focused browser needs to prioritize factors such as context management, performance, computing resources, token usage, and scalability.
Security is another important consideration. AI agents interacting with websites can face risks that are less common in traditional browsing, including prompt injection attacks, where malicious instructions hidden inside web content can influence an AI system.
Cloudflare says Kitesurf has been designed with these different requirements in mind.
What Can AI Agents Do With Kitesurf?
Kitesurf is intended to give developers the infrastructure needed to build AI agents that can interact with websites.
For example, an AI agent could potentially use the browser to:
- Navigate a website
- Read HTML content
- Take screenshots
- Fill out online forms
- Collect information from web pages
- Complete browser-based workflows
- Interact with web applications
Instead of developing a complete browser system themselves, developers can use Kitesurf through Cloudflare’s infrastructure.
Kitesurf Runs on Cloudflare Workers
Cloudflare says it began developing Kitesurf only about 12 weeks before its announcement.
The browser runs on the company’s Workers serverless platform, allowing browser instances to operate on Cloudflare’s global network.
Kitesurf is currently available for free during its beta period through Cloudflare’s Browser Run service, which allows developers to programmatically control and interact with headless browsers.
The approach is aimed primarily at developers building AI-powered applications rather than everyday consumers looking for an alternative to Chrome.
Cloudflare Claims Lower Resource Usage
One of Cloudflare’s main arguments for Kitesurf is efficiency.
Traditional browser automation often relies on Chromium, which can require significant CPU and memory resources when running multiple browser instances.
Cloudflare says Kitesurf consumes significantly less CPU and memory than Chromium for common AI-agent tasks such as taking screenshots and extracting HTML.
Lower resource consumption could be particularly important for companies running thousands of AI agents simultaneously.
For businesses, reducing the computing resources required by each browser session could also help control infrastructure costs as agent-based applications scale.
Built With Open-Source Technologies
Kitesurf isn’t built entirely from scratch.
Cloudflare says the browser combines several existing technologies, including:
- Blitz’s modular rendering engine
- Firefox’s Stylo CSS parser
- Boa JavaScript engine
- Rust-based browser technologies
The company also credited Obscura, an open-source Rust headless browser engine, as an important inspiration for the project.
Cloudflare said its initial proof of concept involved porting Obscura to the Workers platform.
Kitesurf Already Passes More Than 215,000 Web Tests
Despite being a relatively new project, Cloudflare says Kitesurf currently passes more than 215,000 web platform tests.
The company is continuing to add hundreds of additional tests and said the number of passing tests is increasing every week.
Kitesurf has also successfully rendered several well-known websites and applications, including:
- Wikipedia
- Hacker News
- TodoMVC
- Cloudflare’s blog
- Large portions of the Cloudflare dashboard
These tests are important because an AI browser needs to handle a wide range of modern websites rather than only simple static pages.
Why AI Agents Need Their Own Browser Technology
The browser could become an increasingly important part of the next phase of artificial intelligence.
Today’s chatbots primarily provide information through text. AI agents, however, are being designed to take actions.
An agent might eventually be asked to research products, update information in a business system, complete an application, or move information between different online services.
To perform these tasks, an AI system needs a reliable way to interact with the web.
This is where agent-focused browser infrastructure could become important.
Security Will Be a Major Challenge
Giving AI agents access to websites also creates new security risks.
A human browsing a malicious webpage may recognize suspicious instructions. An AI agent could potentially interpret hidden or misleading instructions as part of the task it was asked to perform.
Prompt injection is therefore one of the major security concerns surrounding browser-based AI agents.
Developers will need to ensure that agents can distinguish between legitimate instructions from their users and untrusted instructions contained within websites.
As AI agents gain more ability to take actions online, browser security will become increasingly important.
Cloudflare Is Targeting Developers, Not Chrome Users
Kitesurf isn’t being positioned as a direct replacement for Chrome, Firefox, Safari, or other consumer browsers.
Instead, Cloudflare is targeting developers and companies building AI agents.
That distinction is important because Kitesurf doesn’t need to compete primarily on features such as user interface design, extensions, bookmarks, or browsing speed for humans.
Its success will depend more on whether developers can use it to build reliable, scalable, and cost-effective AI agents.
